To the editor:
The requirement that the motion to reconsider be made by a member who voted on the prevailing side is an anachronism of Robert’s Rules of Order. It is not a requirement of the Standard Code of Parliamentary Procedure of the American Institute of Parliamentarians, a code used by most organizations nowadays. There are many good reasons for not restricting who may make a motion to reconsider, the most powerful being the sanctity of the secret ballot.
